To me, DT Tampa still appears to be isolated from the other areas by surface parking lots, expressways and the Hillsborough River. Although things are changing for the better, its also dominated by office space with little residential uses nearby. I will say that the fortunes of North Franklin Street have changed in the past couple of years. The place was a huge vagrant filled dump 10 years ago. Imo, DT Tampa would rapidly change for the better if the streetcar line were extended through its heart, thus connecting it with several vibrant inner core neighborhoods.
