Yeah that's what it sounds like, if you assumer something like 3 years for each phase that's 9 years of basically non stop work.
They probably just built in a lot of time to see how succesfull phase one is. If phase one fills up quickly phase 2 and 3 will probably also come quickly,
If not....well probably will take a long time if ever.
