It is. You can easily recognize this pretty long segment of the avenue by the width and pavement of the sidewalk that are kind of distinctive when you're used to the whole thing.

As for the 2nd question, the façade is nothing much special and would easily pass local requirements or regulations.

Also, the main shareholder and boss of Dior and LVHM, Bernard Arnault (call him Nanard for fun, for his cheesy French 1st name) is an ultra billionaire, the 2nd or 3rd fortune in the world. Like only Jeff Bezos and Bill Gates still can beat him at this game of being the wealthiest person on Earth.
So he is kind of influential over here, somehow. I don't really know how, but manufacturing $3000 purses is actually a highly profitable business. Lol.
People just like luxury, especially when it comes to clothes and that kind of stuff.
Bah, why not after all? There's nothing wrong about it a priori, so long as it doesn't involve killing endangered animals like beautiful leopards, ocelots and various large cats.
Unfortunately, some arrogant wealthy, loaded women still like wearing this kind of fur coats. As if they were cats. But that's a clownish joke. Laughable.
