Vancouver barely hanging around a playoff spot and Montreal looks like one of the worst teams in the league. Why is that?

Consistency and stability. The new club manager gave the pre-existing coach and management team contract extensions and they in turn reduced turnover among the roster. Giving the coach time to develop his system and the players enough familiarity to get used to it and gel well with each other helped everyone improve their overall performance. Vanney went from being the worst coach in the league to a pretty well respected one. This is the same strategy the new club president used to good effect when he took his previous low budget team to a championship and cup.
