What a strange comment...
1. There isn't anything you could call slum in Vladivostok. Sure, there is a lot of grit in some neighborhoods, like what you could find in some American or European cities, but no slum.
2. There is actually a lot of construction going on in the city.
3. Russia actually put a lot of money to improve the city in the last decade (thus the construction of two suspension bridges, of a new airport terminal, etc.) when it was decided to turn Vladivostok into a modern facade of Russia for the Asia-Pacific area.
