The building isn't u/c yet. Perhaps you are (alternately) referring to the view of construction going on right next to the Victory Tower site, which is the 'W Victory Dallas Hotel & Residences' North & South Towers - as seen in the background of the last two 'site' photos above.
The Victory Tower site is the array of dirt in the foreground of the latter two 'site' photos.
