It's a forum upgrade gone wrong. They're working on it, but I've heard no ETA as to when the issues have been resolved.
There is a copy of the forum up and running at
http://www.urbanstlouis.com/urbanstl/. There have been a few posts and updates of late, but even it's very buggy and anything posted here will be lost when they finally get the real thing up and running.
