Apparently all customs stations except three have a tacit exemption for ~5 gallons in a container in addition to your full tank. (Stanstead, QC, is one of those three.)

I always fill up the container to take advantage of the exemption. (The result is that my dad's car (in Bécancour) runs on New Hampshire gas about half the time.)

(I don't feel bad about it, I consider we're taxed enough as is.)

So, my point was, if he does that too, you have to factor the savings for the extra fuel. $20 sounds reasonable for an average-sized car tank + container. Otherwise, he might have a truck.
