Its apples and oranges. We are talking about Ottawa's biggest annual outdoor music festival here with thousands of attendees. Not smoking at bars and restaurants didn't really meet much resistance, the smoking crowd was mostly for it. In this case, even the non-smoking crowd is against the new rule, look at the poll on the CBC article, majority are against this new rule.
As for bars, have you been out lately? I have, and I always smell cigarette smoke at one point or another, because people just don't know where to smoke anymore, or don't care, or take chances and they get away with it. Yet a bar crowd is easier to enforce than a festival crowd after dark. So logic would have it that this new rule will be a big fail at Bluesfest.
