The ROI on those last 3-5K seats is the lowest. Lowest seats prices and highest construction costs.
Obviously I don't know the exact numbers, but who knows how long it takes to pay off the extra construction to make those extra seats start to profit. I'm guessing it could be a long time - pretty sure that's been the idea most of the time this comes up on here.
