It's important to remember that there isn't any one thing that applies to "North America" as things vary greatly by region. There tend to be differences between Canada and the US, and even bigger differences between large successful cities and other places.

It would actually be rare to find a condo that cheap in Toronto let alone it be the average. Condos are rarely bought by poor people in Toronto. They're less expensive generally than houses but still firmly middle-class. Most poor people can't afford to buy in the city and instead rent.
