DNR ruling clears lakefront site for high-rise project

The site of a proposed $125 million lakefront high-rise project isn't on a filled lake bed and can be redeveloped, officials said Friday.
The state Department of Natural Resources said its research shows the parcel of land, on which Milwaukee County's Downtown Transit Center now sits, does not fall under the state's public trust doctrine. The doctrine protects former lake beds from development.
The ruling clears a hurdle for construction of the 44-story Couture, a project that would include a 180-room hotel, 179 apartments and parking for 775 vehicles.
