MANGALURU: Road connectivity on the 37-km stretch of National Highway between B C Road and Surathkal is in for a major facelift under the union government much touted Sagarmala project. The proposal comprises constructing parallel flyovers, additional underpasses, widening of the NH at identified stretches, reconstructing bridges and strengthening the highways and service roads, Dakshina Kannada Member of Parliament Nalin Kumar Kateel said on Wednesday.

Interacting with reporters on the sidelines of a function to dedicate the road under bridge on the Bengaluru-Mangaluru National Highway 75 at Padil, Nalin said union government has given in-principle approval for upgrading above stretch of NH. The entire project will cost about Rs 500 crore, Nalin said, adding a prominent work proposed is to upgrade 7-km asphalted stretch between Baikampady and Lohitnagar in the city in to an 11-metre wide concrete road.

This has been done considering the high density of traffic on the stretch, the MP said adding the carriageway of the remaining 30 km stretch will be further strengthened as an asphalted road. The parallel fly overs will be constructed at Surathkal, Kottara Chowki and B C Road which presently have one-way fly overs. In addition, vehicular underpass have been proposed at Honnakatte near Surathkal and at Panambur, home to New Mangalore Port administrative office.

Likewise, a grade separator at Karnataka Polytechnic Junction and overpass has been mooted at Nanthoor Junction as there was a pressing demand for these facilities to ease the perennial traffic congestion caused in their absence, he said. Other works proposed include widening and strengthening service roads, constructing new service roads at identified stretches between Kottara Chowki and Surathkal, rehabilitation of minor bridges at Brahmarakootlu and Arkula.

The two existing bridges across the Phalguni River at Kulur too will be reconstructed. The existing road over bridge at Baikampady will be reconstructed, the MP said adding the National Highways Authority of India is in the process of getting necessary approvals for the works to take off. Earlier, at the function, Nalin said NHAI has chosen a contractor for operation and maintenance of the 37 km stretch at an estimated cost of Rs 10 crore till works under Sagarmala project started.

The National Highway Authority of India (NHAI) has proposed a four-lane inter-corridor route connecting Mangaluru and Chitradurga via the Byrapura-Shishila route. The road, proposed under the Bharat Mala project, is intended to connect Mangaluru Port to the Golden Quadrilateral Network, which connects the major cities of the country and reduce the distance of freight movement.

The proposed road will connect Mangaluru to National Highway 4 (part of Golden Quadrilateral) at Chitradurga via Mudigere, Kadur and Holalkere.

At present, freight movement has to take NH 75 via Shiradi Ghat. According to LEA Associates South Asia Pvt Ltd, an agency which conducted a study for the NHAI, the distance for freight movement will be reduced by 196 km on the new route. The private agency made a presentation in the presence of senior officers in Chikkamagaluru recently.

The proposed route includes the controversial stretch of Byrapura-Shishila, considered to be shortest to connect Mudigere to the NH 75. Environmentalists of the region have been opposing road work on this stretch stating that it would harm the greenery, while local people want the road connectivity.

Distance reduced

The existing road connecting Mudigere to Bantwal Crossing (NH 75) via Charmadi Ghat is about 94 km. The proposed route reduces the distance between Mudigere Hand Post to proposed junction on NH 75 to 65 kms.

The NHAI has proposed this alternative citing that widening the road via Charmadi Ghat would be uneconomical considering the terrain and settlement along the route. The authority says that the proposed road would also boost the export of plantation products such as coffee, cardamom and pepper.

Good for economy

Mr. Shivashankar, who retired as a Technical Assistant for Prime Minister Gram Sadak Yojna recently, had proposed the road connecting Byrapura and Shishila to reduce the distance in connecting Mudigere with Dakshina Kannada.

“The route proposed by the NHAI is good for the growth of the economy. The project can be executed taking all care to protect the greenery in the region. With this, the commuters or goods carriers can easily connect to the Golden Quadrilateral network,” he said.

Road opposed

Many environmentalists have opposed the proposed road.

D.V. Girish, G. Veeresh, Girija Shnkar – all wildlife activists, have said the road connecting Byrapura and Shishila would harm the greenery as the proposed road passes through the reserve forests of Baluru, Miyaru and Kabbinale. “When alternative routes via Shiradi Ghat, Charmadi Ghat, Agumbe, Sringeri are available, there is no need of this route”, said Mr. Veeresh.

Why can't Chitradurga export through eastern ports like the parched city? (Of course export to western countries through eastern ports may cost a bit more & hence let all export industries be near port so only raw materials are transported. No land in coast for industries is a bogus claim. Chitradurga can have industries for local consumption in interior Karnataka.). Let Mangaluru port be reserved for export from coastal industries and malenadu agricultural products. But, Coastal Karnataka can provide employment to about one lakh people from Chitradurga through various export oriented industries. Although export goods traffic decreases this may increase people traffic slightly between Mangalore-Chitradurga.

The Union government has released Rs. 17.50 crore for repairing National Highway 169 between Karkala and Kulashekara (Mangaluru), according to Nalin Kumar Kateel, Member of Parliament.

He said in a release that the government has agreed to construct a parallel bridge across the Phalguni in Gurupura on the highway at an estimated cost of Rs. 50 crore, while upgrading it as a four-lane highway. The State government has agreed to widen the stretch to 45 m, while upgrading it. Land acquisition for the project would be completed soon.

Though a detailed project report (DPR) for widening this 45-km stretch was prepared in 2009, the project did not move forward due to issues related to alignment.

Now, the National Highways Authority of India (NHAI) has come out with a revised alignment. The report was presented before people at a meeting chaired by B. Ramanath Rai, Minister in-charge of Dakshina Kannada, in the office of Deputy Commissioner on August 22, 2017.

Accordingly, re-alignment has been done at six places — Kudupu, Edapadavu, Mijar, Todar, Murattangady and Sanur. Earlier, as per the old alignment, the government issued the preliminary notification for acquiring land for the project on May 20, 2016.

An NHAI official said that the final notification for acquiring land has been issued in different stretches (villages) to an extent of 15 km. These stretches are part of the revised alignment. Hence, no fresh notification to acquire land in those stretches would be issued. The fresh notification would apply to the remaining 30-km stretch.

Meanwhile, Mr. Kateel said in the release that a Rs. 159.70-crore proposal for widening the 21 km stretch between BC Road Junction and Punjalkatte has been submitted to the Union government.

In addition, the bridges at Manihalla, Nidigal and Charmadi Halla (between BC Road and Charmadi) would be rebuilt.

The release that the NHAI has prepared a Rs. 800-crore proposal for further upgrading the BC Road-Surathkal stretch of the National Highway with parallel flyovers, underpasses and overpasses, service roads and a 7-km concrete road between Baikampady and Kuntikana.

Parallel flyovers would be built at Surathkal, Kulur and Kottara Chowki. An overpass would be built at Nanthoor Junction and an underpass would come up at Panambur, the release said.
