You could do that, adding about 100 ft in (roof) height. But it would be far too close in height to consider it a spiral from Tower 2. It's close enough as it is.
I say they should go for it. Forget about height limits and spirals, and build something that's actually
needed for a change. They would still need a way to come up with that massive trading floor. Maybe they would have to build over the plaza between 3 and 4.
