Yep! Japan's version of LEED is called CASBEE. Tokyo Sky Tree has been CASBEE certified, as has most every building since the mid-80's.
Remember the Kyoto protocol was in Japan lol CASBEE is quite complicated, as is fitting for Japan.

And yes that office building is part of the Tokyo Sky Tree development. It is quite large (160m), but, quite small compared to Tokyo Sky Tree
