Last I heard, the low-rise, which was to have two buildings (one on either side of an earthquake fault zone) was contemplating increasing the height of the eastern building from the 6+/- story original proposal to something much taller. I think it was 36 or 26 stories. There was also something about the developer having sold to another developer. This is what someone wrote on this thread. That was months ago, and I have no intel newer than that ... and the construction site continues to sit there.
