The developer proposes:
- converting the Abbot Hospital building into 12 apartments
- demolishing the City of Lakes Transitional Care Center building and replacing it with a four story building containing 83 apartments
-replacing the parking lot at 1st Ave. and 17th St. with a
23-story tower containing 199 units.
