I don't think there's an existing foundation there anymore - the rectangular pit that used to be there before it was back filled with dirt had no foundations, as far as I know, just a perimeter retaining wall consisting of soldier piles and lagging.
My guess is that the original Penn Center Inn foundations were probably removed when it was demolished in c.1989 or so, because the empty pit was very deep. The Penn Center Inn had an above-grade parking pedestal, so AFAIK there was no deep underground parking built over even deeper set of preserved foundations.
My guess is that maybe they were just confirming the depth of the dirt infill.
