My guess is that the original Penn Center Inn foundations were probably removed when it was demolished in c.1989 or so, because the empty pit was very deep. The Penn Center Inn had an above-grade parking pedestal, so AFAIK there was no deep underground parking built over even deeper set of preserved foundations.
My guess is that maybe they were just confirming the depth of the dirt infill.

Very possible. Someone mentioned that there could have been foundation put in place when they were planning to make a twin of the IBX building. Either way work should start shortly.
