It's an issue to address in whatever proposal goes to Amazon, for sure. But the DART isn't exactly the be all end all of public transportation.
The sad fact, really, is that not many US cities can compare to what is in NYC and DC. The public transportation in Seattle isn't even that great really.

Being that they are asking for nationwide proposals, I'm guessing that they may be willing to have a little leeway in this regard. Otherwise, why put out a request for proposals? Just pick the city that already has everything that you need already. Then look for some space and start negotiating with them for incentives.
