Ferry Terminal on the Manhattan side ..., (I've seen a few start yelling obscenities at tourists when they won't give them any money) ... Once, I saw one beggar smack a shopping bag off a lady, the NYPD quickly subdued -&- arrested him. However, the lady visiting from overseas was shaken. Not a good look for NYC ...,
