An Oakland restaurant owner has asked the city for permission to build the city's tallest building. The proposed 50-story residential tower on the Oakland Estuary could rise to 591 feet, nearly 200 feet above any other Oakland rooftop.

Chris Malki of Walnut Creek-based Capital Financial LLC is the project applicant. Malki and his wife, Eva, own the existing restaurant on the property, Eve's Waterfront, which would be preserved.

Malki said he has yet to select a developer or architect for the project and is awaiting city feedback before proceeding. It hasn't been decided whether the project would be rentals or condos. The city previously approved a commercial boat dock on the site and Malki is in talks to bring in ferry service.

Malki's proposed 500-unit project at 15 Embarcadero West is on the eastern side of the Jack London Square district, which is seeing a burst of development including another nearby 16-story, 294-unit tower proposal from Essex Property Trust (NYSE: ESS), one of the country's largest landlords. The site is also less than two miles from Signature Development Group's 3,100-unit Brooklyn Basin project to the east . . . .

The 15 Embarcadero West site is zoned for high-rise apartments and doesn't have a height limit . . . .
