the cities first master plan had been chosen which dealt with the core of the city. this is what you see as the "French Master Plan". Inside the french masterplan we have 20 towers of equal heights being built. 10 in the skenderbeu square which is the cities main square and anther 10 in the future renovated area of the main train station. They will all be about 85 meters/260 feet. The plan also calls for the construction of 4 tram lines to deal with rising demand for public transportation.

The second master plan will be chosen from a competition being held in spring. This second plan will deal with the urbanization outside the core and the subrubs of Tirana. Alot of investors are hoping this second plan will allow for a skyscraper district because currently there is a height limit on everything inside the city center. nothing above 85 meters/260 feet. Investors were shot down with the choosing of the french masterplan because it would not allow them to build anything tall which they wanted. One of our domestic investors wanted to build a 56 floor business center in 2002 but the plan didnt allow it.
