quite sure, 70 Pine is a beautiful building and I have seen a few pictures of its observation area, Both recent and historical, But I talking about 40 Wall St.
In Neal Bascomb's book "Higher" he details the race to the skies between 40 Wall, Chrysler and Empire State Buildings. Several times throughout the book it mentions the observatory on the uppermost floor (69?) of 40 Wall. An illustration inside the cover shows the dimensions of the tallest buildings in Manhattan and shows an observation floor listed as being at the top of 40 Wall, the drawing is done by Yasuo Matsui one of the lead architects for 40 Wall, so I'm guessing he knew his own building. I have found a few pages on the web that list the building as having an observatory, But it is usually a 1-2 sentence description.
