Boston, NYC, DC are too expensive.
I would bet it's going to be in the following list: Philly, Chicago, and if not in the Midwest, then Atlanta, Raleigh-Durham.
Less likely but still contenders IMO, Pittsburgh, Cleveland, Detroit, and outside the Midwest, Dallas, Austin.
