When the Empire State Building was built, New York already had the world's tallest building just a few blocks away. And that building had just beaten out another former world's tallest a few miles downtown. Yes, it is substantially taller than the Chrysler building, but it was a completely different story from something like Taipei. Building the Empire State Building in New York then was equivalent to building the Spire in Chicago now. Both much taller than anything around them, but at least the same order of magnitude.
