Yes, it is ironic. But, this is just one mega project out of dozens. The present Saudi government, from the very top, is on a spending spree for muslim pilgrims. New hotels, new camp sites, new trains, new airport terminals, etc.
When the population of these cities quadruple for a few weeks a year, what suffices for 50 weeks a year for transportation isn't enough. Rail is one of the few means of transportation that can gear up for the masses without looking overbuilt the rest of the year.
