These definitions get a little bit weird depending on the jurisdiction. In another place or time Essex County would count too for MSA(since that's the US Census methodology), with an additional 393,000.

Yes, it is weird when you look at the big picture sort of speak, because geographically Windsor is right across the river from Detroit while Ann Arbor is miles away, yet Windsor is thought of more as being independent of Detroit and Ann Arrbor isn't.
