Yeah I saw that. "if supported by acceptable traffic operations". That's pretty vague although I can't imagine a situation where it would be warranted to give any road access unless with a right in right out and long merges. If it's imperative that the road be accessible then I would just tunnel it under the bypass with no access. or some grade separation that keeps it from accessing the more important freeway.
I really hope this happens sooner than later because it would really alleviate traffic in St Norbert
