Other than the downtown subway u/c, the O-Train tunnel as mentioned, St-Laurent Station and a fairly small underground mall at Place de Ville, we don't have much of this infrastructure here. The City of Ottawa is studying the construction of a roughly 2 km tunnel under Lower Town to remove all unnecessary truck traffic from King Edward Avenue and Rideau Street.

Based on the information in the Highways thread, this could be another 400-series highway, particularly as it would connect to a Quebec Autoroute.
