^ I think the 3rd and 4th floors should definitely still be targeted for mostly entertainment/dining space, as I think is still currently the plan....I believe it's been pretty much universally realized that making retail shop space work above the 2nd floor is a challenge almost anywhere (sure there are notable exceptions), and isn't the highest and best use for fls 3 and 4 at block 37.....as for ballroom/meeting space for future hotel above the retail podium, I believe (not 100% certain but fairly sure) that's been planned for in a future floor 6 and or 7......
