The building I was talking about are the ones in the last video. houses with 2-3 floors max. If they have real historical value, they can be renew and reinforced to meet the safety standard. Again i will take Paris as an example because this is the city i know the best. There is still a lot of dangerous old building in Paris, at risk of collapsing or dangerous in case of fire. If the building is totally crap but is in an historical neighborhood, they will rebuild a brand new building but keep the old facade. Many building that you see have an hold historic facade but a modern construction behind. Paris is also a very densely populated city, it has no more room to grow, but it's not an excuse for them to not care about their historical building.
