Yup, that's the one I was thinking of too. There is a high point above the
walls on top that if you position the car just right, you could get a sweet
view. I would also try the garage across the street from the EPA building on
I Street and also the garage next to the current US Bank building and library.
I think the high walls around the side on the top would be a problem with
a car and it's low profile.

I would also go in on foot first to see if any of these locations work for you
before paying parking fees.

If I think of any others I'll let you know. There are some other nice locations
downtown but they are State owned garages and only State employees can park there
