That doesn't make a huge amount of sense, though. If there's enough capacity at the meters and its free to park there, then of course private lot owners won't be interested in opening up their lots (nor should the city care if they do or don't) because there won't be any demand for their space. If there isn't enough capacity at the meters, then there will be a demand for private lot space whether the meters are free or not. Or is the thinking that there are private lots located much closer to the centre than the available metered spaces?

In any case, the market will almost certainly look after this situation one way or another without the city trying to manipulate it.
