Perhaps it's something pertaining to not wanting to rely on NMS/UoS groups dictating rental or usage agreements with currently existing stadiums? We'll have to wait for the 21st to get a better idea.

Might fly in Halifax, time will tell. I just think spending on stadiums in cities that have viable options is a waste of money for a league that hasn't even started yet. Start the league, keep costs as low as possible, build the brand. Then start worrying about soccer specific stadiums.
I can find stadiums in Victoria, Vancouver, Edmonton, Calgary, Regina, Saskatoon, and Winnipeg in the west right now that would work for soccer.
