I think the desolate feeling you are getting is from the shots on Columbia street. That part of Columbia doesn't get any pedestrian traffic because the sidewalk goes nowhere that anybody would want to walk (train yards).
It is very busy during commute times, and reasonably busy during the middle of the day and weekends. It dies down at about 8pm-9pm.
The skytrain is definitely running.
