Until recently most of that area was 500' or 400' at most (much of it way less), with an extra 10% for housing (only architecture, mechanical, and amenities). The recent HALA measures have added another 10%, allowing housing to get close to 600' and 480', or something like that. Aside from one building on the extreme left and the Space Needle on the right (with scaffold up), nothing in the photo is over maybe 525'.
