I know in the US a lot of outlet malls run a food court that basically has vendors operated by the landlord instead of the typical outsourced fair at other malls. Not sure how the Winnipeg one is being operated but won't be surprised if it is landlord backed banners which explains the "new the Winnipeg" trend.
