If the RBs can turn things around and stay on their winning ways, they could gain a fanbase. For a while when the Riders were on a roll, a lot of bandwagon jumpers with no connection to SK suddenly became Rider fans... they are by far the #2 football team in Winnipeg even after you take the SK expats out of the equation, but that number is dropping as their misery goes on.
Then again, no one outside of Ottawa seems to pay much attention to their sports teams... there is a good number of young people in Winnipeg who became big fans of the Canucks, Oilers and Flames during their Stanley Cup runs of years ago, but you sure don't see many people wearing Sens gear.
