Yes, many British cities have tried for years to get some really tall buildings put up, but the planning restrictions are really tough. 9/11 didn't help, just as Birmingham was about to construct 2 big buildings around that time, they were both put on hold. One was never built, and the other was reduced in height to just 130 metres. The CAA (Civil Aviation Authority) carries a lot of clout over here, and because central Birmingham is just 10 miles from the international airport, this places lots of restrictions as to what can actually be built in the city
