They just don't have that luxury. You're obviously not familiar with how scarce land is in that city. If Mumbai has any hope in hell of housing their people, they need to build exceedingly tall. In the developing world, high rises are the only sensible option for urban housing. Why do you think Sao Paulo looks like it does? Mumbai's population increases by 450,000 people every year. Your expanse of 5-10 storey proposals? Where are they going to build that, in the sea?
