Those aren't new buildings, they're old (20's or 30's) apartments being rehabbed.

The first one on the left is an original building (closer to 1900 than the 20s). All the others are new construction.
IIRC, there were two more of those original buildings that were going to be restored, but they were destroyed in fires either right before construction started or just after they started work.
