I saw that the other day. I used to live near there when it was a grocery store before it became a DOT. I was surprised that DOT lasted as long as it did.
20,000 sq feet is small for a grocery store now, and there's a Food Basics at Mohawk which is very busy and a No Frills at Magnolia and Mohawk, plus Sobeys in the Meadowlands. The Meadowlands power centre really made that plaza struggle.
