What do you mean "catch up other major airports"? TPE is dated, but the customer experience has always been fine in my opinion. Friendly helpful staff, flights are on time, always a jet bridge instead of a bus, free hot and cold water, clean toilets. True, the airport doesn't impress like Singapore or Madrid, but it has always been more passenger friendly than most.
The policy? Government said it will try to increase power reserve to 15% of total power supply as soon as possible to avoid power outage. It will based on increase number of fire power plant using coal and natural gas and wind plant and solar generator. Yesterday, government claimed that electricity price will increase 20% for non-nuclear policy.

Customer service is very poor until Taoyuan Airport Company established in 2008 by Ma Government. Since then, survey on airport serivce is improved annually. I give you some data.
