So you think a twenty percent increase is unreasonable. That may be. However, an increase may also lead to merchants finally putting doors on their business like the rest of the world instead of air conditioning the street. People tend to waste resources they feel are inexpensive and given how the average retailer floods the street with cold air on hot days, one could conclude that the price should be somewhat higher. In any case, the rate increase is a result of previous cuts. How many utilities are cutting rates?

Interesting. I really didn't notice much of a difference on the service side vs star airports last decade (ICN, HKG, SGN). The formation of an airport authority also happened around the same time that the renovation of T1 was completed, which even though it wasn't started during his administration (Gateway Series, 2004), the Ma government did a competent job overseeing completion of the project.
