I'm guessing that at this point you've got about 2,500-3,000 residents living in high-rise condos/apartments, and a commercial district that supports about twice that number of workers. It seems to me that you should either build more apartment buildings (~20-stories-or-so structures) before you expand the financial district further, or consider adding an inbound interstate/ferry terminal.
