It's a dome with a partial-glass roof. It won't retract at all. And it still cost $1+ billion.
At the end of the day, I think it is ultra difficult and expensive to engineer and build a fully retractable stadium that will work properly at all times. That's why you don't see many of them around the world, if any exist at all.
