I believe along with raising (street), the pumps should greatly help. But not being free from flooding. Things will still flood. IDK about each individual building though. Although I would like building atop of existing buildings. Creating a setback of sorts to aid in the flooding or rising sea levels (when it gets bad).

But the real challenge of sea rise will literally be the whole coast line of the U.S. (East for the most part). U.S. West coast generally is a better position topography wise.
