The main reason is that urban planning in the past didn't change a lot since Japanese colonial period until 1980s. And also when they did urban plan in new district, it's just not comprehensive enough. However, this day, Taipei city council do a lot of attempts and try to change urban landscape. (台北好好看都市計劃 is one example) There are not too much land in Taipei city, it is hard to change Taipei in short time.

It may be another reason, it may be not. There are two administrations in the same metro area. (Taipei city and Taipei county) Since I started to pay attention on urban development in Taiean, I find it is hard to integrate these two adminstrations from political reason.
