This has to be a reverse print. When looking out the west portico of City Hall, the Hall of Records would be point to the right, not the left, and the new Criminal Courts building is also to the right of the old Hall of Records. I was just there Monday and took a picture out the west Portico as well. Here's another link to my collection:
